Well, we eventually got here; the location being two hours ahead of the UK it was still possible to attend the meeting. We have a couple of appointments tomorrow and thereafter we are back at home.

In the interim, after a shower and a change of suit, and just before dinner with clients we have been reviewing the news in our hotel room.

Prince Phillip the Duke of Edinburgh is soon to be 90 – bless him.

He is so ‘ghastly’ that you just have to love him. In this The Independent newspaper somewhat tongue-in-cheek article http://www.independent.co.uk/news/uk/home-news/ninety-gaffes-in-ninety-years-2290148.html by Hannah Ewan she revives her best 90 gaffes by the Queen’s Consort, which in some ways is a backhanded compliment to the Prince of Blunder.

The article certainly kept Wilt amused for half an hour, mostly laughing out loud, smirking, giggling and smiling, and one was left with a sneaking admiration for the man, not least that he has reached 90 years in age. Do not forget, this man had a very distinguished naval career before, during and after World War II.

It really, really is worth a read – have fun.

Extreme politically correct persons or feminists are advised not to view the article as it might offend – in fact it will offend. Similarly animal rights campaigners and, well generally everyone, should take out health insurance before reading – he has a view and comment on virtually anything you care to mention.

The Care Quality Commission (and Ofsted in relation to children) is the successor of the former Commission for Social Care Inspection (CSCI) which itself succeeded the National Care Standards Commission (NCSC) which became operational in 2002. Prior to that local authorities had internal supposedly ‘arms-length’ inspection teams.

Those local authority inspectors inspected mostly services to older people, and nurseries and children’s homes. Inspectors were then through 2001 – 2 selected to go to either the NCSC of Ofsted, the latter taking on responsibility for registering and inspecting nurseries.

The NCSC were left with a predominance of inspectors experienced mostly in services to older people or adults with disabilities and a much wider brief of now to inspect not only children’s homes but also fostering and adoption services. There was therefore a dearth of experienced child care inspectors – enter stage right Wilt, who undertook a 9 month part-time interim self-employed contract alongside his numerous other contracts around the UK. The NCSC were not as bad as some made them out to be, or at least not in Wilt’s experience. Then later they were reconfigured into the CSCI.

In fact it was in the very first few days of the commencement of operations of the NCSC in early 2002 that Calleja lodged her complaint about her then fostering agency as set out in the CSCI Internal Review Report http://regulatorwatch.co.uk/2009/11/csci-internal-review-report/ and in fact went on into the transfer of responsibility to the CSCI. And of course it has gone well into the current decade – given the most recent disturbing debacle by the CQC http://www.bbc.co.uk/news/uk-13617196 one can guarantee that Mrs C will be fired up again and contacting the press and goodness know who else – except of course she will need to be very, very careful as she has already been arrested once for harassment and the CSCI Internal Review Report demolished her case of complaint and showed exactly her ability to spread malicious muck. Furthermore the GSCC, Information Commissioner and various police forces have dismissed her complaints too.

However the purpose of this article is to observe that the CQC have not exactly been a success – in fact a complete joke. Neither has Ofsted in the debacle over Baby P – Calleja got onto that bandwagon too – exactly come out unscathed. The NCSC and CSCI were not great but they were certainly not as bad as this lot.

We predict another reorganisation.

There is something very strange about people like female probation officers and female prison guards – we emphasise female. The lure of ‘risky’ and youthful offenders seems to turn their knees to jelly. It is not uncommon.

The same can be said of mass murders that seem to attract offers of marriage from their female admirers – this is very odd, it seems to Wilt.

What is going on in the minds of these women? Women are generally considered to be risk averse whereas some of the counterpart males (especially youthful) are very much risk takers. There must be some studies on this somewhere. Wilt will explore further.

She hanged herself after former ward stole over £6000 from her bank account.

This was after she left her husband to set up home with the twat – how sad. However, she should have known better both by her training and by her 15 years seniority in age to the criminal she went all wonky about.

Very sad – what a sacrifice – sleep well in the hands of God.

Wilt has a slightly mixed opinion on this issue: http://www.telegraph.co.uk/news/politics/council-spending/8547994/Councils-spies-buy-night-vision-goggles-and-infrared-cameras-on-credit-cards.html

Whilst it is quite clear that local authorities (and others) have misused the Regulation of Investigatory Powers Act (ostensibly introduced to tackle terrorism) there does appear to be certain circumstances where surveillance techniques are justified. The Government believes it should be limited to suspected offences that attract a potential prison sentence.

Last time I looked, fly tipping, making false claims for social benefits (fraud) and anti-social behaviour/vandalism are in fact offences which can attract a prison sentence – oh and harassment too, Mrs Calleja!

Whether the equipment is purchased on a credit card does not appear to be relevant at all. What point is the Telegraph making exactly?

Several thousands of pounds on surveillance equipment (on credit cards or not) to save millions of pounds from claimant frauds et al who could be imprisoned if found guilty does not seem unreasonable to Wilt. That comes into the category of cost effective spending – provided they limit themselves to serious crimes and not on frivolous things like whether people live in a school catchment area.

Wilt is in support of the reduction in benefits to those who do not genuinely need them, and especially the huge number of frauds who milk the system dry at the cost of my tax bill. If you want to earn income go out and find work – if your illness or disability prevents that, we will support you, provided you fail to pass the fitness to work assessment. That is the formal Government policy and we agree with it.

Traffic on Regulator Watch is increasing again – thanks to Calleja of Leamington Spa. Not least her traffic which has now increased on average 4 times per day. And because of that alone http://regulatorwatch.co.uk/ increases its Google status – brilliant.

Added to the above we also then have increased activity from some old ‘friends’ of Calleja in public service circles who must find all of this very tiresome – the thing is, we do not find it tiresome and of course all that she despises and refutes will be online long after Wilt and she has gone to their maker. What a legacy for Elizabeth! The harder she tries and the more she accesses Regulator Watch, the greater the traffic she directs to Wilt.

It is so obvious when Calleja or friends access Regulator Watch as they instantly seek out posts or data about her, whilst thousands of others just show a curiosity on the subject – mostly the CSCI Internal Report. We know for a fact that this report has been downloaded now over 500,000 times! Brilliant!

I bet Calleja will now further increase her access to this website – perhaps six times a day?

To date we have not added advertising to www.regulatorwatch.co.uk but we are now seriously giving consideration to it – that way Calleja will add to Wilt’s income stream – Guido Fawkes can support himself on that income entirely, and so can Wilt we think. Great – Calleja can become a major financial asset!

The world died today: http://www.telegraph.co.uk/culture/tvandradio/8548683/Radio-4s-pips-die.html and it was very scary. It was if the ravens had deserted the Tower of London to alert the kingdom to impending doom.

The pips were absent on the BBC – Wilt looked at his clock, his watch, looked out the door to see if there was a mushroom cloud over the city and banged his head against the door frame to check that he was not having a ‘senior moment.’

Nothing worked! He found his shovel and started digging a large hole in the rear garden so as to man the trenches – however, it was all in vain. It appears that the pips machine in the basement at the BBC was having a bad hair day.

Thank Gawd, we thought the ‘end of the world is nigh’ twats had been right after all!
